NDIS Framework Explained

The framework

The NDIS Outcomes Framework measures both goal attainment for individual participant's, and overall performance of the scheme.

There are 8 Outcome ‘Domains’ in the framework. Each of these ‘domains’ can help participants to think about what goals they may like to make across different life areas they wish to explore; and can also assist seeking supports a participant may require in that area.

The 8 Outcome Domains are: 

1. Daily Living
2. Home
3. Health and Wellbeing
4. Lifelong Learning

5. Work
6. Social & Community Participation
7. Relationships
8. Choice and Control

NDIS Support Purpose Categories

In the NDIS payment system, supports for participants fall into specific Support Purpose Categories, which are Core, Capital and Capacity Building... and added in late 2023 - Recurring.

Each one of these is further split into a number of sub-categories - under which funds are allocated.

CORE FUNDS

Description

A support that enables a participant to complete activities of daily living and enables them to work towards their goals and meet their
objectives. Participant budgets are flexible across the four sub-categories.

⇒ Assistance with daily life
⇒ Transport
⇒ Consumables (includes low risk AT)
⇒ Assistance with Social and Community Participation.

Under the NDIS PACE system (2023), a new category called 'Home and Living' is added.

A participant may choose how to spend their Core Support funding, but cannot reallocate core support funding to other support purposes (e.g. Capital or Capacity Building supports).

CAPACITY BUILDING FUNDS

Description

This support enables a participant to build their independence and skills. Participant budgets are allocated at a support category level, and must be used to achieve goals in the participant’s plan.

Under the NDIS PACE system (2023), a new category called 'Behaviour Supports' is added.

CAPITAL FUNDS

Description

An investment such capital costs; for example, to pay for Specialist Disability Accommodation.

Sub-Categories

⇒ Assistive technologies or equipment
⇒ Home or vehicle modifications

Under the NDIS PACE system (2023), new categories called 'Assistive Technology - Maintenance, Repair and Rental' and 'Specialist Disability Accommodation(SDA)' are added.

NEW: RECURRING FUNDS

Description

The NDIS has introduced this plan category under its new PACE system (from late 2023). The funds for this item can only be self-managed, but are a STATED service (meaning they can only be used for the purpose described in a plan).

Sub-Category

Recurring Transport

Note: It remains unclear what the intent of this item will be, but may be indicated for specific and specialist transport needs. As it is given 'self-managed' it is likely to operate on a reimbursement basis, only, and tax invoices may need to be kept or provided by participants, when claiming. This section will be updated once more information is known - please check back.

Update: The NDIS PACE system (released 30 Oct 2023)

The NDIS has released a new system called PACE. - from 30 October 2023.  As participants undertake their plan review, they will transition over to the PACE platform for their next new, and all future, plans.  Access to PACE is through a new portal referred to as myNDIS, and there is an app to also access this from a smartphone or tablet.

The NDIS has advised it intends to complete its PACE transition for all participants within 18 months - potentially this would be around April 2025.

PACE makes several changes within the categories outlined above.  As a consequence, there can be changes to flexible use of funding in some categories as services/supports are split across the categories. It is very important to therefore consider what your support needs are AND under what category of your plan you may need to access a service or support.  Having a support coordinator is a great way to help you understand your planning needs - see our support coordination page for more info.

Don't have a support coordinator but need help with your planning NOW?  Our nursing service can help you think about your future support needs and make recommendations to assist you with your review.  Standardly this requires a nursing assessment and report to be completed.  As part of an assessment, our nurses will advise the types of support you need and where they are sourced from under NDIS planning. This can be a great help to get the right information for your NDIS review - and hopefully the right outcome for your next plan too.

Nursing support can be accessed under 'Improved Daily Living' or 'Core - Activities of Daily Life' funds.

Understanding Support Item Reference Numbers

The NDIS payments system has unique numbers allocated for each support line item. Each number is allocated according to the following structure:

For example: 01_018_0104_1_1 is the Support item reference number for the NDIS line item called:

Assistance with / self-care / overnight / higher intensity. 

The reference number sequence is made up of the following parts:

Support Cat. ( 01 ) Line Item ( 018 ) Provider Group ( 0104 ) NDIS Outcome Domain ( 1 ) Support Purpose ( 1 )

Here's another example:

07_001_0106_8_3 is the support item reference number for a service called Support Connection

The reference number sequence is made up of the following parts.

There are as many support line item reference numbers as there are different types of supports. A comprehensive listing of support categories and support line item reference numbers is available within the NDIS Support Catalogue, which can be accessed from the NDIS website.

SchemeWise is a private provider supporting plan-managed or self-managed NDIS participants.

Your service agreement and all invoices include the relevant NDIS code for the service provided.

A service agreement must be signed - before support can commence.

Participants can choose one or more services to meet their needs.
